Keystone STARS — Pennsylvania’s Childcare Quality Rating Scale
What is Keystone STARS?
Keystone STARS (Standards, Training/Professional Development, Assistance, Resources, and Supports) is Pennsylvania’s Quality Rating and Improvement System (QRIS). It rates early learning and school‑age programs from STAR 1 to STAR 4, with each level building on the last to support continuous quality improvement.
STAR 4 Criteria
To earn a STAR 4 designation, a program must meet all of the following at a high level:

Staff Education & Professional Development – Highly qualified, well‑trained staff with ongoing, relevant professional growth.

Learning Environment – A stimulating, safe, and developmentally appropriate physical and social environment, with strong curriculum and child observation practices.

Leadership & Management – Effective program leadership, sound business practices, and strong governance.

Family & Community Partnerships – Deep, ongoing relationships with families and the community, with active engagement in program improvement.

How Programs Move Up
STAR 4 is the top tier — programs typically start at STAR 1 (licensed and compliant) and work through STAR 2, 3, and 4 by meeting increasingly rigorous standards. Continuous quality improvement (CQI) is encouraged through internal assessments, professional development, and external reviews.
